When a job requires workers at height, the two most common options are a man basket suspended from a crane and a self-propelled boom lift (also called a cherry picker or aerial work platform). Both get workers to the work zone. Both are used regularly on residential and commercial job sites across Vermont. But they are not interchangeable, and the safety profiles are different enough that choosing the wrong one for the job creates risks that most contractors do not think about until something goes wrong.

Here is a side-by-side look at how each option works, where each one is safer, and how to choose based on what the job actually requires.

How Each Option Works

Man Basket (Personnel Platform on a Crane)

A man basket is a platform or enclosed bucket that attaches to a crane’s load line. The crane lifts the basket with one or two workers inside to the required height. The operator controls all vertical and horizontal movement from the crane cab. The workers in the basket perform the task (welding, bolting, inspection, painting, rigging) while the crane holds them in position.

OSHA regulates man basket use under 29 CFR 1926.1431, which sets strict requirements for the basket’s design, the crane’s configuration, the lift procedures, and the operator’s qualifications. Man basket lifts are considered a critical lift, meaning they carry a higher regulatory burden than standard material lifts because human lives are directly suspended from the crane.

Boom Lift (Aerial Work Platform)

A boom lift is a self-contained machine with an articulating or telescoping arm that raises a platform to the work height. The operator rides in the platform and controls the boom’s movement using controls at the platform level. Boom lifts come in a range of sizes, from small electric models that fit through doorways to large diesel units with platform heights above 120 feet.

OSHA regulates boom lifts under the general industry aerial lift standard (29 CFR 1910.67) and the construction fall protection standards. Operators must be trained and authorized, and fall protection (a harness and lanyard attached to an anchor point inside the platform) is required.

Safety Comparison

Stability

A boom lift is a self-supporting machine with a defined stability envelope. Its outriggers or wheel base provide the foundation, and the boom’s reach is limited by the machine’s load chart to prevent tip-over. Within that envelope, the platform is stable and the operator has direct control over positioning.

A man basket on a crane relies on the crane’s stability, which is affected by the same factors that affect any crane lift: ground conditions, outrigger setup, boom length, load weight, and wind. If the ground settles, the crane shifts, or the boom is at an unfavorable angle, the basket’s position changes in ways the workers inside cannot control.

Boom lifts have the advantage here for most routine overhead work because the operator in the basket has direct control over the machine’s movement and can reposition without relying on a separate crane operator.

Height and Reach

Boom lifts top out around 120 to 185 feet on the largest models, with most common rental units reaching 40 to 80 feet. For work within that range, a boom lift is the standard choice.

A man basket on a crane can reach any height the crane’s boom can achieve, which can exceed 200 feet on larger machines. For work above 120 feet, or for work that requires reaching over structures, obstacles, or other features that a boom lift cannot navigate around, the crane-mounted basket is the only option.

The tradeoff is that height on a crane means more boom, more wind exposure, and more sensitivity to lateral forces. A man basket at 150 feet on a crane is subject to significant sway from wind, boom flex, and load line dynamics that a boom lift at 60 feet does not experience.

Wind Sensitivity

Both options are affected by wind, but the man basket is more sensitive. A worker platform hanging from a load line at the end of a long boom moves with every gust. The crane operator can hold position, but the basket swings and sways in ways that make precision work difficult and create fall hazards for the workers inside.

Boom lifts are affected by wind too, and manufacturers publish maximum operating wind speeds (typically 28 to 35 mph). But the boom’s rigid structure transmits wind forces differently than a suspended load line. The platform may vibrate or shift, but it does not swing like a pendulum.

For work that requires fine motor skills (welding, bolt-torquing, electrical connections), the boom lift’s more stable platform is a significant safety and productivity advantage.

Fall Protection

Both options require fall protection, but the implementation differs.

In a boom lift, the operator wears a body harness with a lanyard attached to an anchor point inside the platform. If the operator leans out or the platform lurches, the harness prevents a fall over the railing.

In a man basket, the same harness and lanyard arrangement is required. But the additional hazard is the crane movement itself. If the operator lowers or swings the boom unexpectedly, the workers in the basket experience sudden movement that can throw them against the basket walls or over the edge if the harness is not properly worn and attached.

OSHA’s man basket standard addresses this by requiring a pre-lift meeting, a dedicated signal person, and specific communication protocols between the crane operator and the basket occupants. These procedures add a layer of safety, but they also add complexity that a boom lift does not require.

Ground Pressure and Site Impact

Boom lifts, especially large diesel models, are heavy machines. A 60-foot boom lift can weigh 15,000 to 30,000 pounds. On soft ground, lawns, or finished surfaces, a boom lift can leave ruts, compress turf, and damage paving. Outrigger-equipped models concentrate even more force on the ground.

A man basket adds minimal weight to the crane that is already on site for other lifts. If the crane is already set up for material placement and the job also requires workers at height, adding a man basket eliminates the need for a second piece of equipment and a second ground-impact footprint.

Setup and Mobilization

A boom lift is a standalone machine that drives to the work area under its own power (or is delivered on a trailer), sets up in minutes, and is ready to work. No crane required, no rigging, no critical lift procedures.

A man basket requires a crane, an operator, a qualified signal person, a pre-lift inspection of the basket and rigging, a trial lift without personnel to verify the crane’s configuration, and a pre-lift meeting. OSHA requires all of this before any person enters the basket. The setup process takes significantly longer than positioning a boom lift.

For jobs where the only need is getting workers to height, the boom lift is faster to deploy and less procedurally intensive.

When to Use a Man Basket

A man basket is the right choice in specific situations:

  • The work height exceeds what available boom lifts can reach
  • The work location is over or beyond a structure that a boom lift cannot position under (for example, the center of a roof, the top of a steeple, or a point that is only accessible from above)
  • A crane is already on site for material lifts and adding a man basket eliminates the need for a separate boom lift rental
  • The ground cannot support a boom lift but can support the crane that is already set up on mats or a prepared pad
  • The work requires reaching over an obstacle (a wall, a fence, a piece of equipment) that blocks boom lift access from below

In all of these cases, the man basket is not just an option. It is the only practical way to get workers to the work zone.

When to Use a Boom Lift

A boom lift is the right choice for the majority of routine overhead work:

  • The work height is within the boom lift’s range (up to about 120 feet for large units, 40 to 80 feet for most common rentals)
  • The work requires sustained time at height (painting, siding, window installation, electrical work) where platform stability matters
  • The work area is accessible from below by a self-propelled machine
  • The ground is firm enough to support the boom lift’s weight
  • No crane is already on site, and mobilizing one solely for personnel access is not cost-justified
  • Wind conditions are moderate to high, where a suspended man basket would sway excessively

For most residential and light commercial work in Vermont, boom lifts are the standard choice for overhead access. They are widely available from rental yards, operators can be trained quickly, and the setup procedures are simpler than man basket operations.

Making the Right Call

The decision between a man basket and a boom lift is not about which one is safer in absolute terms. Both are safe when used correctly for the right application. The question is which one matches the job’s height, reach, access constraints, and duration requirements.

If a crane is already part of your project and you need workers at a height or position that only the crane can reach, the man basket is the logical addition. If the job is routine overhead work within boom lift range, the boom lift is faster, simpler, and more stable.
